HUMAN RESOURCES MANAGER

REPORTS TO: Corporate Executive Officer

JOB SUMMARY:

 Daily oversight and management of the Human Resource Office and staff to include payroll, benefits, compensation, labor, and employee relations

GENREAL DUTIES AND RESPONSIBILITIES:

  • Recruitment, selection and eligibility determination of applicants
  • Preparation of employee new hire packets
  • New hire orientation
  • Facilitation of open enrollment benefit process annually
  • Maintenance of employee files and the HR filing system
  • Accurate record keeping including data base management
  • Administer background checks including ICHAT and driving records
  • Preparation of employee evaluations
  • Evaluation and update of internal HR policies and procedures
  • Preparation of various reports as needed for internal purposes and outside agencies
  • Actively participate in continuous quality improvement processes

 QUALIFICATIONS:

 EDUCATION AND EXPERIENCE:

 Bachelor’s degree in business administration or related field or six to eight years of comparable training and experience required

  • Six to eight years of office administrative experience preferably in the field of human resources
  • Or any equivalent combination of education and experience.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

  • Excellent writing skills mandatory
  • High level of professionalism and respect for confidentiality
  • Interpersonal skills necessary to effectively communicate with staff, clients and community organizations in both oral and written forms
  • Communication and organizational skills that contribute to a quality, team oriented work environment
  • Work history that includes demonstrated success in problem solving, teamwork and professionalism
  • Ability to multi-task and work effectively within an active public agency environment
  • Ability to apply analytical skills in identifying operational problems and offer potential solutions
  • Ability to frequently handle pressures related to meeting deadlines and working on projects requiring concentration and attention to detail
  • Knowledge and experience of proper telephone etiquette
  • Physical ability to sit in one position for extended periods of time

 SPECIAL REQUIREMENTS:

  • Professional HR Designation through HRandFriend.org, HRCI, or SHRM preferred or willingness to obtain after hire.

WORK CONDITIONS, PHYSICAL DEMANDS, AND ENVIRONMENT:

Normal office environment with little discomfort due to noise, dirt, dust and the like

  • Local travel may occasionally be required
